During his distinguished career, Mr. Burney has played a central role in Canada’s economic and political development, holding senior positions in both the Canadian public and private sector. He is currently Senior Strategic Advisor at Norton Rose Canada LLP, where he assists clients in dealing with cross-border and domestic issues as well as trade and investment policy matters.

During his thirty year Foreign Service career, Mr. Burney held a variety of positions at home and abroad culminating in his service from 1989 - 1993 as Canada’s Ambassador to the United States. He also served as the Prime Minister’s Personal Representative (Sherpa) for the G-7 Summits in 1990, 1991 and 1992.
Earlier, from 1987 - 1989, he was Chief of Staff to Canada’s Prime Minister where he led negotiations that concluded the Canada - U.S. Free Trade Agreement. He also played a key role in the negotiation of the North American Free Trade Agreement (NAFTA) and the conclusion of the Acid Rain Accord between Canada and the United States.

Mr. Burney’s career in the private sector includes serving as Chairman and Chief Executive Officer of Bell Canada International, and President and Chief Executive Officer of CAE, Inc., the global leader in the provision of commercial aviation training.

Mr. Burney headed the Conservative Transition Team following the federal election in early 2006 and, in October 2007, was appointed by Prime Minister Stephen Harper to the Independent Panel on Canada’s Future Role in Afghanistan. In addition to his position at Norton Rose Canada LLP, Mr. Burney also serves as Chancellor of Lakehead University, a Director of TransCanada Pipelines Limited, a Governor of the Ottawa Hospital Board of Governors and a member of the Advisory Board of Paradigm Capital Inc.

Mr. Burney is the author of “Getting It Done”, a memoir of his government service published in 2005 and the co-author of “Brave New Canada: Managing the Challenge of a Changing World”, published in 2014.  He and Fen Hampson co-write a regular column in the Globe and Mail and various magazines.

He was awarded the Public Service of Canada’s Outstanding Achievement Award in 1992 and was named an Officer of the Order of Canada in 1993.

He holds M.A. and B.A. Honours degrees from Queen’s University and honorary doctorates of law from Lakehead, Queen’s, Wilfrid Laurier, Carleton and Windsor Universities.

Mr. Jackson has extensive experience in executive positions in both the private sector and the U.S. federal government. Since 2008 he has been President of Firebreak Partners, LLC. In 2012, he joined the GardaWorld International Advisory Board.

From early 2005 through October 2007, he was Deputy Secretary of the U.S. Department of Homeland Security (DHS). In this role, Mr. Jackson was the Department’s chief operating officer, with responsibility for managing day-to-day operations at DHS. Formed in 2003, DHS then had some 210,000 employees, with an annual budget in FY 2007 of $45 billion. Its seven operating components and over twenty supporting organizations span the range of homeland security missions, including: counter-terrorism, emergency management, border security, law enforcement, research programs and intelligence analysis.

Mr. Jackson also served as Deputy Secretary of the U.S. Department of Transportation (DOT) from May 2001 to August 2003. His tenure there was particularly focused on DOT’s response to the 9/11 terrorist attacks, including creation of the new Transportation Security Administration and management of recovery efforts for the nation’s aviation industry. He served as a member of the Board of Directors for Amtrak, the national passenger rail corporation. Mr. Jackson also held positions working for two earlier Presidents. In the Administration of President George H. W. Bush, he served at the White House as Special Assistant to the President for Cabinet Liaison, and later as Chief of Staff for the Secretary of Transportation.

From late 2003 to January 2005, Mr. Jackson was Senior Vice President of AECOM Technology Corporation – a global family of design and engineering firms – where he was Chief Operating Officer of AECOM’s Government Services Group. In 2004, he also served as a member of the President’s Commission on Implementation of United States Space Exploration Policy, which provided a management road map for undertaking NASA’s future missions.

Before joining DOT in 2001, Mr. Jackson worked as Chief Operating Officer at Lockheed Martin’s IMS Transportation Systems and Services, which provided technology services to toll authorities, freight transportation companies and 35 state governments. Earlier, he taught political science courses at the University of Georgia and at Georgetown University. Mr. Jackson received a PhD with distinction from the Government Department at Georgetown University in 1985.

The first Navy SEAL to be promoted to three-star (2003) and four-star rank in 2007, Admiral Olson, one of the most decorated US Navy Officers, was the first to command US Special Operations - USSOCOM -and, before his retirement, was recognised as the “Bull Frog,” an honorary title held by the longest serving SEAL on active duty.

Admiral Olson, who received the Silver Star for valor in the Battle of Mogadishu, Somalia depicted in the film “Black Hawk Down”, played a central role in planning the 2011 Navy SEAL raid in Abbottabad Pakistan that resulted in the death of Osama Bin Laden.

In 2012, he joined GardaWorld’s International Advisory Board, a select group of renowned experts from industry and government service, led by Chairman Derek Burney, Senior Strategic Advisor at Norton Rose OR LLP. 

A native of Tacoma, Washington, Admiral Olson graduated from the United States Naval Academy in 1973 and qualified as a Naval Special Warfare officer (Navy SEAL) in 1974. He served in operational units within every component of the Naval Special Warfare community. He also served as a SEAL instructor and in senior positions at the Joint Special Operations Command, Naval Staff, and USSOCOM.

Admiral Olson, who speaks fluent English and Arabic, earned a Master of Arts degree in National Security Affairs at the Naval Postgraduate School. He was a Joint Speciality Officer and Political-Military Affairs sub-specialist with an emphasis on Africa and the Middle East. His numerous awards include the Defense Distinguished Service Medal and Silver Star and he was decorated for service by three foreign governments.

Tim Spicer was the founder and CEO of British private security company, Aegis Defence Services and the primary force behind the company’s strategic development. Aegis was sold to GardaWorld in October 2015 and Tim assumed an advisory position.

Since leaving the British Army in 1994 he has had a broad exposure to industry and has defined Aegis’ business focus from lessons learned over the past 10 years.

During his 20 year military career he saw active service in Northern Ireland, the Falklands campaign, the Gulf war and Bosnia, as well as serving in the Far East, Cyprus and Germany. Tim’s key appointments included Chief of Staff of an Armoured Brigade, Instructor at the Army Staff College, Staff Officer at the Directorate of Special Forces, Military Assistant to General Sir Peter de la Billiere, Military Assistant to General Sir Michael Rose in Bosnia and Commanding Officer of 1st Battalion Scots Guards. In 1992 Tim was awarded the OBE for operational service in Northern Ireland.

During his military career he developed extensive knowledge of intelligence, counter terrorism, protective security and media relations. Since 1996 he has been at the forefront of the development of the private security industry worldwide and has been a very significant contributor to the debate over the industry’s global contribution to government security initiatives.

Since the formation of Aegis in 2002, Tim oversaw the rapid growth of the company. In addition to leading Aegis’s growth, Tim spearheaded the company’s bid in 2004 for the $300M prime US Government tender to provide core reconstruction security support services in Iraq. This contract was the largest ever US Department of Defense contract awarded in this sector. He has also developed a number of innovative aspects of support which have been adopted by the Coalition.

He created the Aegis Charitable Foundation in 2004, a registered UK charity which provides direct assistance to communities through low cost, high impact civil affairs projects. Tim’s effort and support of this charity not only significantly helps communities in great need having suffered from conflict, but has also enhanced the ability of Reconstruction Operations in Iraq to actually implement their programmes successfully. Tim’s concept for the charity has been to carefully target projects that communities need and also want. The Foundation has therefore concentrated its efforts on building relationships with local tribal leaders and communities to provide clean water projects, inoculation programmes, school and health clinic equipment and smaller items such as toys, clothes and shoes. Tim has now expanded the Foundation’s arena to include Afghanistan.

Tim is also a published author – ‘An Unorthodox Soldier’ – and a regular commentator and speaker on security matters.

Sir Nicholas Soames has been a Member of Parliament for 32 years. He has represented Mid Sussex since 1997, previously serving as MP for Crawley. He served as a junior Minister at the Ministry of Agriculture, Fisheries and Food and from 1994-1997 he was Minister of State for the Armed Forces. Between November 2003 and May 2005 Sir Nicholas served in the Shadow Cabinet as Shadow Secretary of State for Defence. In 2016, he joined GardaWorld’s International Advisory Board, a select group of renowned experts from industry and government service, led by Chairman Derek Burney, Senior Strategic Advisor at Norton Rose OR LLP.

Sir Nicholas is a very busy backbencher. He is President of the Conservative Middle East Council and he Co-Chairs the Cross Party Group on Balanced Migration. Sir Nicholas was made a Privy Counsellor in July, 2011 and knighted in May, 2014. Sir Nicholas has specialist knowledge in the fields of defence, Europe, international affairs, trade and industry, aviation and the countryside.

  • He is Chairman of the All-Party Parliamentary Game and Wildlife Conservation Group, a Trustee of the Amber Foundation and a member of the Court of the University of Sussex.
  • He is Honorary Colonel of The Kent and Sharpshooters Yeomanry.

Sir Nicholas was born in 1948 and was educated at St. Aubyns, Sussex, Eton College and Mons Officer Cadet School. He is the son of The Late Lord Soames and grandson of Sir Winston Churchill KG. He is married with two sons and a daughter and lives in his constituency in Sussex. After leaving school he was commissioned into the 11th Hussars [PAO] serving in Germany and the United Kingdom. He was subsequently Equerry to HRH The Prince of Wales KG KT GCB.

He worked as a Stockbroker before becoming Personal Assistant to Sir James Goldsmith, where he gained valuable experience in the manufacturing, service and finance industries in both the USA and Europe.

Sir Nicholas worked on the staff of a United States Senator in Washington D.C for two years and then joined a firm of Lloyds Brokers as a Director.

His hobbies include reading, racing, watching rugby and country pursuits. He has travelled widely.
